民星大舞台,百姓演、百姓看、百姓评、百姓乐.自2012年8月,被杭州市拱墅区推出以来,它已成为群众公共文化品牌.
搭建民间的文艺舞台
如何不断丰富百姓的精神生活,满足文化需求？就从百姓中寻找.
俗话说“高手在民间”,意思是民间有很多富有才情、更接地气的各色“范儿”,有的绝活能让专业人士服帖.杭州市拱墅区由文化广电（体育局）出面,借鉴成功做法,甚至参照央视“星光大道”这一成熟形式,搭建起一座群众文艺舞台,把机会提供给草根明星.
区门首先创新基层文化团队与社会力量的合作模式,专门出台多个工作方案,争取资金,为活动开展提供有力支持.杭州金海岸文化发展股份有限公司的金海岸演艺大舞台,有近千平方米的场地,由此转变成了“拱墅·金海岸民星大舞台”,经常性地举办公益展演,由一批大众评委选出每场优秀节目,进行年终精品节目汇演.
由于采取公益形式,民星大舞台很快热起来.拱墅区随即鼓励各街道申报参加.各街道纷纷组织民间演艺人才的葫芦丝等器乐、小热昏等地方曲艺以及声乐、舞蹈、戏曲、魔术等表演,包括“活力宝贝才艺大展演”等在内的专场不断推出,满足了不同群体的需求.
在提供免费场地和人才培训的同时,拱墅区还积极支持各区直单位利用民星大舞台发掘艺术人才资源,活跃自身的文化氛围.
基层群众也有机会
民星大舞台受到普遍欢迎后,拱墅区又及时把这一公益性群众文化活动辐射全区：由区文广新局（体育局）指导各街道及社区,就近建立、开辟民星大舞台,让群众跨出家门就有展示自己才艺的舞台.据该局黄玲局长介绍,民星大舞台这一独创的文化惠民举措,已经被列为拱墅区十大实事工程之一.
事实上,如今的拱墅区,各社区大都也在搞民星大舞台,而比较集中的中心场地,除拱墅·金海岸民星大舞台外,运河文化广场的南戏楼,甚至整座运河文化广场也成了主要场所.
“周周有演出”“月月有活动”“季季有展示”,这是拱墅区10个街道联动的民星大舞台的最大特色.这几年来,全区每年开展街道群文展演10场以上、“文化走亲”活动40场以上、开展校园和工地巡演百场以上.这使得全区形成各类基层群众文体团队300余支,活动骨干近5000人,并带动了5万余名文体爱好者加入到锻炼身体、健康娱乐之中,极大地满足了广大人民群众日益增长的文化需求.
在民星大舞台的带动下,拱墅区由普通市民组织、展示、共享的各种各样的文化活动越来越多,各街道据此形成特色,如“上塘风采”“祥符花朝园”“画里康桥”“幸福大观园”“湖墅群艺荟”“拱宸群星会”以及大关街道的“草根荟萃堂”、半山街道的“田园大舞台”等群众展演品牌正在陆续建立.
本土文化味令人陶醉
某一个春天的晚上,民星大舞台之“拱宸群星会”在运河文化广场开演,多家社区群文团体为市民带来了歌舞、戏剧、曲艺、乐器等各种表演,吸引了小到七八岁小朋友、大到六七十岁爷爷奶奶大批市民.
民星大舞台曾与浙江电视台公共·新农村频道“流动大舞台”栏目在运河文化广场合办过活动.“拱墅民星”和电视台选送的专业演员同台献艺,提升了层次.当节目演到精彩处,台上台下欢声笑语连成一片,很多在台下的人都忍不住跟着唱起来.
一年一度的“小河之春”群众文化艺术节暨“小河梦”文艺汇演开幕式,也放在民星大舞台.一个个由小河街道居民自编自导自演的节目,有着浓烈的本土社区文化味；台上演的台下看的往往是一家人,一旦台词想不起来马上有人急着提醒.观看的市民兴奋地说：这种市井文化演出味道特别足,所以极其喜欢！
和睦街道华丰社区民星大舞台在社区小公园举行演出.巧媳妇团队的舞蹈《采莲》,令人陶醉；来“ 文化走亲”的拱宸桥街道台州路社区越剧队的小生和花旦翩然而至,引起一片喝彩；旗袍秀《茉莉花》是整场演出的,由本社区居民组成的“旗袍美人”,一上台就Hold住全场……草根民星特有的魅力醉倒了大家.
草根民星不断涌现
半山街道石塘社区的熊师傅爱好音乐,学习萨克斯有些年月.民星大舞台在半山举办,他报名演奏了外国民歌《北国之春》,由此“一炮走红”.
半山街道田园社区的吕生艮先生退休多年,担任社区合唱队队长兼声乐教师.正因为有他这个“文艺范儿”,如今的社区已拥有了可引以为傲的灯光、音响等设备.一年一度的社区“十月十”文化周,是吕先生和合唱队一展才艺的最佳场所.
“民星”闪耀,精品叠出.据不完全统计,草根民星们排演的节目已获（杭州）市级、（浙江）省级以上奖项100多个.《阿拉伯之夜》《运河新扇》《运河蚕娘》《画里康桥》《最爱米市巷》《花朝》等,是节目中的佼佼者.运河之风艺术团、小河之春舞蹈队、古新艺术团、金瀚创业者艺术团、古运河之声艺术团等,是群文队伍中的优秀者.其中,金瀚创业者艺术团赴台湾交流演出,并获“2014年海峡两岸中老年文化艺术交流”比赛银奖.

The grassroots cultural prosperity ofGongshu is a vivid illustration of “a stageby the people and for the people” and theenormous potentials of a government-supported‘Avenue of Stars’, a stage for thelesser-known master-hands to show theirhidden talent.
The success of the Hangzhou versionof the CCTV reality show franchise XingguangDadao (Avenue of Stars) is alsopowered by a special fund earmarked by thedistrict government and unfailing supportfrom Hangzhou Golden Coast Cultural DevelopmentCompany which provides a nicevenue for the operation of all kinds of culturalactivities and charity events throughoutthe year.
All people in Gongshu are encouragedto take part in the voting for selecting thefinalists for the year-end gala in which the‘star of the year’ will be announced.
Since its launch in 2012, the stage hasdrawn participation of people from allwalks of life, breaking through itsoriginal singing and dancing frameworkto include a variety of folk artgenres. It is a stage for traditionalChinese musical instrumentalists,amateur magicians, folk opera singersand even pre-school children.
Enriching the cultural life of allpeople in Gongshu has been one ofthe top priorities on the agenda of thedistrict government. Golden Coastis just one of the various venues thatare now open to all people in Gongshu.Many other cultural facilitiessuch as the Grand Canal CultureSquare are joining the project toensure convenient accessibility. Thegoal of the district government is to“bring the stage to the doorway”.
Today, Golden Coast has becomean octopus of 10 neighborhood-based branches operatingmore than 300 groups and organizing culturalactivities on a monthly and quarterlybasis, drawing participation from morethan 50,000 enthusiasts.
The enduring popularity of Golden Coastis also the result of effective collaborationbetween the district government andZhejiang TV. With grassroots stars beingoffered a chance to perform with professionalson the same stage, Golden Coast isbecoming a springboard for launching thecareer of many as bona fide stars.
The stage has spawned a platoon of popidols including a dancing group representingthe Caihe residential community,the Yue Opera singers and qipao beautiesrepresenting the district’s Taizhou Roadneighborhood, a saxophonist representingthe Shitang neighborhood and the chorurom Tianyuan residential community, ledby a retiree.
The stage has produced more than 100award-winning programs and a dozen flagshipsinging and dancing troupes, one ofwhich won the silver trophy from a crossstraitcultural exchange competition heldin Taiwan in 2014. (Pictures provided byGong Wenxuan).
